Founded in 2005, WillCo Tech works to enhance national security and force readiness for government and commercial enterprises with a suite of software capabilities surrounding the human element of cybersecurity.
Along this mission WillCo Tech has come to deliver the largest cybersecurity workforce compliance management capability across the federal government and the Department of Defense (DoD): CyberSTAR. As the creators of ATCTS (Army Training & Certification Tracking System), WillCo Tech has served in its capacity to operate and manage the capability consistently for more than 16 years.
WillCo Tech’s proprietary CyberSTAR™ platform automates the monitoring, management, and alerting for cyber workforce credentials and compliance. The CyberSTAR platform also delivers continuous policy/workforce role updates and training content. CyberSTAR is the only DoDD 8140 compliant platform contracted for use in the Federal Government. CyberSTAR manages credentials and qualifications for over 1 million active users (and records for millions of registered users). The platform includes an online assessment tool designed to map personnel qualifications to DoD designated categories, specialty areas, and roles. CyberSTAR has industry leading partners and integration capabilities that have been enhanced over the many years of its development.
In 2006, WillCo began a relationship with (Headquarters, Department of the Army) HQDA, Office of Information Assurance & Compliance to use the software solution in a pilot program to develop and support the Army Training & Certification Tracking System (ATCTS). The efficiency and accuracy of the capability was quickly realized, growing from a 1,000 person pilot in 2006 to 2008 where the Army purchased an ATCTS Enterprise License for 1 million users to support an Army-wide Cyber Security compliance program for all general users. The result is a comprehensive Cybersecurity workforce compliance program that has been enhanced and maintained through the existing sole source contract.
In 2017, WillCo Tech was acquired by SaaS Factory, a targeted software investment group in northeast Ohio, with the mission of growing the capability across the public and private sector to increase national security through improving cyber workforce readiness. The team and resources were tripled in size to meet the growing demands of the Army and beyond, with an updated commercial version set to launch in Q2 2021.
The CyberSTAR platform has been built and is supported by an in-house team with extensive expertise in Cyber workforce management and Software as a Service products.
The CyberSTAR team has successfully deployed the platform (branded as ATCTS for the U.S. Army) across all Army commands and continues to provide administrative and user support, while continually implementing new features and functionality which will support the DoD’s readiness requirements of tomorrow.
